伊朗革命衛隊「聖城軍」指揮官蘇萊曼尼（Qassem Soleimani）1月3日死於美軍無人機空襲，事件令中東緊張局勢升溫。伊朗國會在1月7日更一致通過決議，將美國國防部和美軍列為恐怖組織。

伊朗已非首次列美國政府部門為「恐怖組織」。美國2019年4月8日正式將伊朗革命衛隊（Islamic Revolutionary Guard Corps，IRGC）列為外國恐怖組織，向德黑蘭政府施加更大壓力。伊朗隨即還擊，將華府列為「恐怖主義政府」，並宣布將美軍中央司令部及相關軍事力量列為恐怖組織。
